Back in the day I made a formal complaint to WMP relating to five Labour Councillors who had made false declarations in their Register of Interest entries. I took this by hand to West Bromwich nick where the civilian staff on the desk did their best to fob me off. I persisted and (on a different date) finally went in to see an officer. I was told that enquiries were in hand and, like a prat, believed a Sandwell cop!
I had actually taken in and handed to the officer copies of the Act showing why the sundry complaints may have constituted criminal offences. The cops had six months to investigate this and to bring charges if that is what they wanted to do. But they deliberately allowed the time limit to expire. A complaint to the IPCC - police complaints - elicited that in all five cases WMP had done NOTHING whatsoever - absolutely NOTHING. Not content with p*ssing on me the (moral) Cowards in Blue decided to tell me it was raining. They made the incredible claim that they had let the time limit expire - wait for it - THROUGH IGNORANCE OF THE LAW! Boom, boom! Try that "defence" next time they pull you up for something and see how far it gets you!
Of course, Sandwell Police have form for this. When Lucy Cashmore (daughter of Labour Cllrs Linda and Roger Horton) gave a false address to get elected to Sandwell Council (and to screw us all for four years of allowances) the Tories made complaint to WMP. They eventually sent an officer Gilece round to the Horton's house in Hall Road, Smethwick to meet Lying Lucy there BY PRE-ARRANGED APPOINTMENT. And lo, the Liar just happened to be in when he arrived! The Tories were still unhappy and one of their assures me that an Inspector (?) Gill Munslow (?) eventually said that Sandwell Police had deliberately let the time limit for mounting a legal challenge expire! (It is VERY important to note here that the Inspector was specifically NOT involved in any police aspect of this matter and no such implication is made here. I simply report what the local Tories told me.)
Many Labour Councillors were very well aware that Cashmore was not living in Hall Road. Class comedian Bob "Seig Heil" Piper - who has been on the Audit Committee for years "lol" - thought this rip-off (for several thousands of pounds) to be a tremendous joke on us taxpayers. In 2017 I organised in Sandwell the UK's first ever "Corruptour" ie a charabanc trip round many of the sites involved in fraud and corruption under this stinking local Labour Party. Hall Road was one of the stops on the itinerary and Piper joked to me "I wonder whether Linda will be inviting you all in to see Lucy's phantom bedroom"!
As this blog has shown in past posts ad nauseam, Mo Rouf is now living in a 7-bedroom house on Florence Road, Smethwick. The whole transaction - first with one son involved and then with a second - appears to have been fraudulent and involved the late Smethwick Scumbag and "Leader", Darren Cooper, ordering the land to be removed from auction and sold for far less than the cost Sandwell Council paid for it. (Us taxpayers via the bent Labour Council paid over £200,000 for the plot plus demolition costs of existing houses. Despite extensive local interest in the plot it was sold to Rouf's son for just £65,000). This bent deal was NOT investigated in the infamous and useless "Wragge" Report and, as far as I know, WMP have never looked at it either despite the pile of
evidence available to them. But then they wouldn't want to sh*t on their mates would they?
This matter was specifically raised in the House of Commons by James Morris MP over a year ago but there has STILL been no police or other investigation!!!!
I have, of course, made numerous complaints about the Rouf house and other matters he was involved with over the years. In 2018 I made a formal standards complaint ie:
1 Rouf made false entries in his Register of Interests in respect of 88 Shireland Road, Smethwick;
2 He made false declarations of interest in respect of 33 Trafalgar Road, Smethwick;
3 Rouf made false declarations concerning his employment as a taxi driver (not bad for someone on the Licensing Committee....);
4 That he acted dishonestly in respect of the transfer of the Florence Road plot to his son.
The Monitoring Officer is now Surjit Tour - the most dangerous man in Sandwell Council. This piece of work* is simply refusing very serious standards complaints (notably those against Squealing Eling) off his own bat and with wholly "inadequate" reasons. In this case he said that the transaction has been the subject of another standards hearing (which is news to me and everyone I have spoken to - it was referred to in another hearing when it was disclosed that the former wife-beater Cooper had been behind removing the property from auction but there has been no standards hearing involving Rouf to my knowledge). Tour claims there has been a standards investigation (as opposed to an audit investigation) into this transaction but has not disclosed this nor any part of it. He alleges that there was insufficient evidence against Rouf but, again, none of this has been made public. In the circumstances he says that there will be no further investigation - as simple as that! (Though The Skidder for one will not be giving up on this just yet.....)
In February Tour supplied me with a copy of the Investigation report into the other three matters. Basically Rouf was holding his hands up but his "defences" didn't quite ring true. I made representations about that which, of course, were duly ignored. I also stated that in the light of the cover up of any investigation into the Florence Road plot (and other unrelated matters) I had no confidence in the standards process at bent Sandwell Council generally and also no confidence whatsoever in Tour himself to conduct such investigations.
BUT Rouf IS GUILTY of three breaches with the "inaccuracy" in these matters continuing over a number of years. In the three cases "the failure to make declarations of interest as required amounts to breach of the Member's Code of Conduct."
This smacks to me of Rouf holding his hands up to 3 relatively minor breaches to escape "the big one" eh readers? And even after this time there was plenty of evidence to find Rouf in breach so that if the bent cops had investigated this in the first place there would at least have been a prima facie case upon which the CPS could have decided whether or not to prosecute!
Of course, the penalties a Council can now impose here are feeble and despite THREE different breaches of the code his "sentence" is to undergo training as to the obligations and duties relating to the Register of Interests! That's it! The matter will NOT go to a full, public, Standards Hearing.
This feels like a pyrrhic victory but a wins a win against these bastards!
* I am currently involved in a legal claim against Sandwell Council where the identity of one councillor has yet to be established. Tour - a solicitor - eventually supplied me with a CCTV tape but failed to tell me that it had been doctored and over 30 seconds cut out. At 17.27.58 two figures appear in the top right hand corner but then disappear - just like that! One of the two disappearing figures is, of course, Mohammad Rouf! How very odd......
Another Disastrous Squealing Eling Appointment!
You would thing after deposed "Leader" Squealing Eling made such a disastrous appointment to the Cabinet as Tricky Dicky Marshall he might have learned his lesson but arrogant sh*ts never do, do they? And so in November, 2018 Sandwell Labour's newest "Business Ambassador" was introduced to the world (please allow me to pause a moment as I am p*ssing my pants....):
A previous incumbent for this role in the, er, business-hating Council was Cllr Bill "Yellow" Gavan who, as this blog showed, had a veritable galaxy of , er, failed business in his firmament. Now I am not one to denigrate taxi drivers but that seems to have been Mo's only "real job" - at least for a good few years and even though, as above, he seems to have, er, forgotten about it. As readers will know, Mo works tirelessly day and night in the family-owned Midnight Pharmacy in Shireland Road. A female claiming to be a family member told be he was earning a regular wad of "cash" for his services (and I was not given a till receipt by him when I bought an item from his son's emporium). But this is clearly all wrong and I am happy to report that Mo told me personally that he puts so many hours in on a purely voluntary basis for the benefit of his family and the local community. What a guy! And in his current Register of Interests Rouf indeed says he and his wife have no employment.
In the Standards Investigation referred to above Rouf claimed that he gave up taxi driving "shortly after 2010" (whatever that means and that does not really accord with my information). If we say early 2011 that means that by his own admission Mo has been unemployed for eight years. I know many of the Sandwell Labour Group are unemployed or scroungers of one sort or another but how does the great Steve Eling get to pick this guy as a "business ambassador" FFS?
