I have written extensively on this affair in numerous posts and, for legal reasons, this post should also be read in conjuction with them. There are also certain ongoing matters which mean that there is still more to come in this grotesque and shaming series....
Given extensive coverage already I am just going to give a brief run-through of the salient facts. Simon "The Sandwell Slasher" Hackett - incredibly - was the disastrous last supremo of the Labour dictatorship's failed Children's Services Department. He lawfully came into possession highly confidential information about an adult and a child. Despite his experience of working in the charity sector and his safeguarding knowledge Mr Pissy-Pants ran straight to the then Labour "leader" of the Council (Dickhead Daz) and spilt the beans. At a political meeting (attended by a Council employee!!!!) this highly confidential matter was discussed again in front of a wider audience.
Later, The Slasher, faced a series of standards complaints including one relating to this incident. Melanie Dudley was the Acting Monitoring Officer and found Hackett guilty of a breach of confidentiality (hardly surprising as this blog has already shown that he also wrote an email to then Cllr "Roly-Poly" Rowley confirming what he had done!) For reasons unknown, Ms Dudley was unable or unwilling to decide whether the obvious breach of confidentiality was also a data breach but it is hard to imagine how it could not be.
After legal toing and froing and advice from all three "independent members" in the Standards process Melanie sent Hackett the "final report" and this is the relevant section therefrom:
The Slasher is, of course, a pathetic groveller and was rimmer-in-chief to the vicious Tom "Twatson" Watson MP who is reported to have become involved. Meanwhile our Mel was falling foul of the new tyrannical "leader" Steve "Squealing" Eling. Regular readers will recall the notorious Eling/Marshall "WhatsApp" feed wherein The Sp*nk Brothers urged me to give Ms Dudley "a kicking" and to poke her with a sharp stick.
It was certainly not the "summer of love" that year as Eling lashed out at his perceived enemies and he demanded that Melanie amend her report to remove the above judgment and to say that The Slasher was, in fact, innocent! Gamely she refused and was forced out of her job.
Bizarrely, she had agreed to leave the bent Labour Council in February, 2017 but she was forced out with a colossal pay-off of our money. For the period 1st April, 2016 to 3rd October, 2016 (six months) she received £482,079 - nearly half a million quid! (And she was due to leave four months later anyway....)
Note the date of Mel's departure - 3rd October, 2016. Just two days later (as the following report shows) on 5th October, 2016 emails were received - EIGHT MONTHSAFTER THE EVENT - from The Squealer himself and also Roly Poly's constant companion, Cllr Syeda Khatun. Thus a new report on 12th October, 2016 overruled Melanie's "final report" and absolved Hackett from any wrongdoing!
Chris Ward, a senior employee, also suddenly felt able to provide further evidence!
This farcical report said (a) that there was a separate report dated seven days after Melanie's departure saying there was no data breach and (b) that even though the matter was "discussed" (ie confidential information was clearly disclosed at a political meeting) this did not amount to a breach of confidentiality!!!!! WTF?????

We know Hackett is a feeble character but his behaviour and that of the likes of Eling is absolutely despicable (again!)
In the meantime, you will know from my post of 27th April, 2017 that the Office of the Information Commissioner reviewed this obvious breach and concluded that yes, of course there was a data breach! And unconfirmed reports now reach me that a civil legal claim relating to all this may have settled although it is not clear whether this was against the Council or Hackett himself.

I have written about the suspension of the hapless Council financial supremo, Darren Carter. It is not known what caused his sudden demise but this blog has written that whatever else he had done he should be sacked without compensation for his appalling conduct in the Suspended Secretaries affair (posts passim.) Anyway, the new "acting" statutory finance officer in one Rebecca Maher.
