Back in January, 2018 the statutory Monitoring Officer in Jan's bent paid service, Surjit Tour (the most dangerous man in the Council), wrote to me saying he and the gang were finally going to "get me". Eling had already started the process by making constant spurious complaints to his puppet Inspector of Sandwell Police and now Tour vowed to use taxpayers' cash to hire "specialist" lawyers and shut this blog up.
Tour started ignoring evidence I had put into standards investigations concerning Eling and others and Jan's staff started f*ing about with Freedom of Information (FOI) requests - particularly those involving the antics of The Squealer. I shall be disclosing more on Tour's activities in due course.....
I made a series of applications for assistance to the Office of the Information Commissioner (ICO) requesting that they intercede and oblige Britton and Co to comply with the law and answer the mounting number of outstanding FOI's. Then last summer everything seemed to go onto "hold".....
In the Autumn I had various problems. A long-awaited operation was cancelled yet again and I was having to try and defend myself in the notorious "c*cksucker" trial. I took my eye of the ball a bit. Finally, I had the op and when I felt well enough I started to try and catch-up. I got a distinctly "frosty" reception from the ICO and long delays in dealing with my matters continued. Yet when I applied to them twice in matters more than two months after the final SMBC response I was getting very timely replies telling me I was out of time and to "do one".
THIS IS HOW THE ICO DESCRIBES ITSELF FROM THEIR WEBSITE:
THE UK'S INDEPENDENT AUTHORITY SET UP TO UPHOLD INFORMATION RIGHTS IN THE PUBLIC INTEREST , PROMOTING OPENNESS BY PUBLIC BODIES AND DATA PRIVACY FOR INDIVIDUALS.
The ICO have belatedly backed Sandwell in five matters which are now proceeding to Tribunal hearings and continue to be "shirty" with me. The matters relate to (1) the Squealer's involvement in the standards matter of "Councillor X" which was part of the reason he got rid of Melanie Dudley; (2) the whole affair surrounding the unlawful suspension of seven secretaries (see further below); (3) the bent Lion Farm deal; (4) another report of Melanie Dudley which led to Eling getting rid of her and (5) the alleged misuse of Jan Britton's internal audit team by two councillors (guess who?)
The case of the seven secretaries is instructive. This arose when Surjit Tour arranged a top secret meeting with the Standards Committee the day BEFORE a hearing. He was spotted and the news of this highly irregular meeting leaked out. To coin a phrase, a male person at OCH went "tonto". He blamed the secretaries for the leak and they were suspended. He was heard shouting, "I want the f*ckers out and I don't want the f*ckers back." (We are now led to believe that it was a staff member who made this disastrous decision and that person was the unlikely figure of Darren Carter which sounds improbable.)
I knew immediately that the secretaries were innocent as I was told who had bubbled Tour's private pow-wow and immediately started a campaign to reinstate the wronged women. Six of the seven were Unite members and they rapidly secured the reinstatement of their members plus compo (paid by us taxpayers). Now Sandwell are fighting tooth and nail to prevent the documentation coming out relating to this fiasco and the ICO are backing them. But soft, what is this? Here are extracts from two letters sent by different employees to the ICO saying why they I should not be provided with the info:
22/08/18 Letter SMBC to ICO from “Governance Services Manager” contained the following
allegations which were apparently unchallenged:
“The Council’s current response times to Mr Saunders takes into account the
following:
- the impact that our response may have on the targeted individuals,
- the abusive and personal language used to target named individuals,
- the detrimental impact on individuals health and wellbeing,
- the often-unsubstantiated claims based on partial information or a biased
viewpoint.
12/09/18 Letter SMBC to ICO from Deputy Monitoring Officer/Solicitor contained the following
allegations which were unchallenged:
“The Council asks you to consider the following:-
The impact that our response may have on targeted individuals,
The history of abusive and used [sic] to target names individuals by the requester,
The likely detrimental impact upon individuals health and wellbeing,
The often-unsubstantiated claims based on partial information or a biased
viewpoint of the requester.
The Council is of the opinion that disclosing anything in relation to the Cabinet
Secretaries will personally identify the individuals, due to the limited number of staff
in the roles and that the disclosure covers them all. Further due to the nature of the
person requesting the information and the points set out in this email, we have very
real concerns that by disclosing the information, this would, in all likelihood, cause
significant distress to the individuals concerned.”
I am not sure who the Governance Service Manager who wrote the first grossly defamatory letter. Sandwell now has TWO Deputy Monitoring Officers - Maria Price and Philip Tart and so it appears that one of them was the author of the second defamatory epistle.
At no time did the ICO contact me to enquire whether any of this b*llshit was true. And note the similarities between the two letters suggesting that staff have been supplied with a pre-prepared crib to slag me off. "Independent" my arse!
I am now aware of numerous phone calls between SMBC and the ICO and who knows what poison Tour and Co put down there?
But it gets worse.... Eling also copied in the ICO to one of his crazed rants to the cops in an effort to stop further investigation into his conduct via one particular FOI:

This e-mail relates to a FOI request by Julian Saunders, which he states he has now referred to the ICO. It contains statements that are relevant the the police investigation of Saunders for numerous alleged offences.
Please see this link. It shows further that Saunders is perpetuating the lie that I had WhatsApp communications with him, even though he has signed a legal statement saying that I had not, and that he is aware that he is under police investigation for malicious communications and harassment.

I consider his continued lies and misrepresentation of me, now to the Information Commissioner as a further factor in the criminal behaviour towards me.

There is no record of the ICO checking the facts in this further grossly defamatory email and they certainly didn't contact me. Once again they seem to have simply taken info from a deeply corrupt Council without any attempt to check the facts. But, wait for it, wait for it....
The ICO boasts that it "improves information rights practices in public organisations" and so one may imagine that it has exemplary standards itself? Yet when I made a Subject Access Request to the ICO itself the documents I received were sparse to say the least. And, curiously, there was no disclosure of the Squealer's above email! I duly sent a copy to the ICO and asked them to confirm whether they had, in fact received it, and, if so, why it had not been disclosed? And lo - yes it HAD been received! It had not been disclosed because the ICO had only looked in files relating to my case and this had been put "in a separate file." You really couldn't make it up!
Why do I get the impression that someone is p*ssing down my leg and telling me it's raining?
PS "Vincent Alexandervich" is still at it with the fake FOI's!
